Editor's note: In order to help the international community and foreign institutions as well as foreigners in Beijing better understand the city, and facilitate the functions of the international exchange center and Beijing's high-quality development, the Translation Center of the Foreign Affairs Office of the People's Government of Beijing Municipality has partnered with the China Academy for Public Policy Translation of Beijing International Studies University to launch "Keywords of Beijing". This initiative selects and translates 38 annual policy hot words from the Report on the Work of the Government into formal English translations.

1、 四个中心

Four centers

即全国政治中心、文化中心、国际交往中心、科技创新中心,是中央明确的首都城市战略定位。

They refer to Beijing's strategic position as the national political center, cultural center, center for international exchanges and center for technological innovation, as defined by China's central authorities.

2、“赛马”

The "horse race" management system 

是指针对战略意义重大但研发风险高,或时限要求紧迫的重大攻关任务,面向不同技术路线同时支持多支研发团队平行攻关,之后分阶段开展节点考核,根据节点绩效动态调整任务目标,确保有研发团队能最终“冲线”的新型科研项目管理制度。该制度的本质是通过竞争促使有实力的创新主体脱颖而出。

This is an innovative approach to managing high-risk research tasks with significant strategic importance or tight deadlines. It involves supporting multiple R&D teams to work in parallel and adopt different technical approaches to tackle the same problem. Teams are evaluated at various stages, and the project objectives are adjusted based on their performance, to ensure that at least one team can ultimately"cross the finish line", that is, to succeed in completing the project. The essence of this management system is to pick winners through competition and enable the stronger teams to stand out.

3 、独角兽

Unicorn companies

即成立时间不超过10年、估值超过10亿美元的未上市创业公司。独角兽企业主要在高科技领域,被视为新经济发展的一个重要风向标。胡润研究院发布的《2022年中全球独角兽榜》显示,北京共有90家独角兽企业,位列全球城市第三。

They refer to privately-held start-ups that have been established for less than 10 years and are valued at over one billion US dollars. These companies primarily operate in the high-tech industry, and are considered a significant indicator of the development of the new economy. According to the Global Unicorn Index 2022 Half-Year Report by the Hurun Research Institute, Beijing is home to 90 unicorns, ranking third worldwide.

4、服务包

Service packages

是北京市优化营商环境、服务企业发展的一项工作制度。围绕企业定位、发展愿景和规划落地,提供普惠性政策集成,解决信息不对称问题;并针对企业发展中需要协调帮助的困难,依法依规量身定制解决方案。

These are services provided by Beijing to improve the city's business environment and serve the needs of businesses. The packages include a combination of preferential policies that are tailored to the positioning, visions and future development plans of businesses. The goal is to address information asymmetry and provide, within the framework of laws and regulations, solutions to the challenges faced by businesses where coordination and assistance by the government is needed.

5、包干制

The lump-sum project-funding system

是指项目经费使用包干制,不再编制项目预算,实行负面清单管理,试点单位和项目负责人根据实际需要自主决定、统筹使用与科研项目相关的支出。该制度旨在赋予科研单位和创新团队更大的人财物支配权及技术路线决策权,切实减轻科研人员负担,提升财政资金使用效果。

This is a pilot scheme that provides institutions and project leaders with greater flexibility and discretion in the utilization of funds for research projects. Unlike traditional project budgeting, this lump-sum funding system doesn't require itemized budget allocations. Instead, the funds are managed based on a negative list that specifies non-claimable expenses. This aims to empower research institutions and innovation teams with more decision-making autonomy over personnel, funds, properties and technical routes, thereby relieving them of administrative chores and optimizing the use of budgetary funds.

6、三品一标

Three certificates plus one registration

即绿色、有机、地理标志和承诺达标合格证农产品。开展农产品“三品一标”行动旨在提高农产品质量品质,全产业链拓展增值增效空间。

This is a combination of certifications for agricultural produce, including green and organic product certificates, a certificate of conformity attesting to the producers' commitment to complying with relevant market standards, plus the registration for geographical indications. The initiative to promote agricultural products with these certifications aims to enhance the quality of agricultural products and expand added-value creation with greater efficiency across industrial chains.

7、两谷一园

Two valleys and one park

即生命谷、能源谷和沙河高教园,是未来科学城的创新战略布局。按照未来科学城规划明确的功能定位,生命科学园定位为具有全球领先水平的生命谷,科学城东区定位为具有国际影响力的能源谷,沙河高教园定位为科教及产业融合新城。

These are three key components in the strategic planning of Beijing Future Science City, including a life science valley, an energy valley and the Shahe Higher Education Park. The life science valley, underpinned by the Zhongguancun Life Science Park, is positioned to become a world-leading hub for life sciences. The energy valley at the eastern section of the Future Science City is on its way to become an international pacesetter in the energy industry. The Shahe Higher Education Park is a new complex for education, research and industrial development.

8、北京优农

Beijing premium agricultural produce

是指基于北京市区域特征、历史人文、生产生活方式,对农业品牌进行梳理、提炼、重塑、创建、推广,形成的覆盖全区域、全品类、全产业链的北京市优质农业区域公用品牌。

This is a selection of Beijing's premium agricultural brands which encompass a wide variety of agricultural products and the entire agricultural production chain in the city. The certification aims to sort out existing agricultural brands in a way that will help refine and rebuild these brands, in addition to creating and promoting new quality agricultural brands. They represent Beijing's unique regional features, its history and culture, production methods, and lifestyles.

9、服务管家

Steward services

是对接企业并提供服务的管家单位。目前已形成三级管家服务机制,市发展改革委为“总管家”,负责统筹推进全市重点企业“服务包”制度运行和重大问题协调解决;行业主管部门为“行业管家”,负责分管领域企业服务工作,协调推进服务事项落实和重大项目落地;市投促中心为“服务管家”,为企业配备“一对一”服务专员,提供日常企业服务。

This is a scheme wherein government departments serve as liaisons with companies, providing targeted support to them. It includes assistance at three levels:

The Beijing Municipal Development and Reform Commission is the "chief steward" that coordinates efforts to implement the "service packages" for key companies and resolves major issues.

Sectoral regulators serve as the "industry stewards", providing services to companies in industries under their respective jurisdictions, while also coordinating specific service deliveries and implementation of major projects.

The Beijing Investment Promotion Service Center acts as the "service steward", assigning dedicated personnel to offer one-on-one routine services to companies.

10、“七有” “五性”

Seven accesses and five expectations

“七有”即党的十九大报告指出的,必须多谋民生之利、多解民生之忧,在发展中补齐民生短板、促进社会公平正义,在幼有所育、学有所教、劳有所得、病有所医、老有所养、住有所居、弱有所扶上不断取得新进展。

“五性”是北京市提出的,随着我国社会主要矛盾转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,北京市民对美好生活的需要呈现出便利性、宜居性、多样性、公正性、安全性的新特点。

These are efforts to improve people's well-being in seven aspects and meet their expectations for a better life in five areas.

The concept of"seven accesses" was raised in the Report to the 19th CPC National Congress, which emphasized the need to improve people's lives, address their concerns, strengthen areas of weakness through development, and promote social fairness and justice. The seven aspects include people's access to childcare, education, employment, medical services, elderly care, housing, and social assistance.

The concept of"five expectations" was proposed by the city of Beijing, and highlights new elements in people's growing needs for a better life, including convenience, livability, diversified choices, as well as fairness and safety in society. This concept recognizes that the principal challenge facing Chinese society in the new era is to ensure balanced and adequate development in order to meet people's ever-growing needs for a better life.

11、多网融合

Integration of transit networks

即在持续推进城市轨道交通、市郊铁路、城际铁路、干线铁路四网融合的基础上,强化轨道交通与地面公交、自行车和步行等各种出行方式的融合衔接,提升接驳换乘便利度,实现轨道网、公交网和慢行网等多网融合发展。

This refers to Beijing's efforts to create more convenient travel experiences for its residents. In addition to continuously integrating urban and suburban rail services, intercity rail links and trunk railways, Beijing is also working to improve the connections between its rail system and other modes of transportation, such as bus services, cycling routes and pedestrian facilities. This aims to create a seamless system whereby travelers can easily switch between different means of transportation by using multiple mobility options in an integrated transit system, including rail, buses, and slow traffic facilities.

12、三山五园

Three hills and five gardens

“三山”即万寿山、香山、玉泉山,“五园”即颐和园、静宜园、静明园、畅春园、圆明园,是北京西北郊、以清代皇家园林为代表的各历史时期文化遗产、山水形胜整体格局,以及人与自然和谐空间秩序的统称。

These refer to a group of historical and cultural sites located in the northwest suburbs of Beijing. The "three hills" include the Longevity Hill, the Fragrance Hill and the Jade Spring Hill, while the "five gardens" are the Summer Palace, Garden of Tranquility and Pleasure (Jingyi Garden), Garden of Tranquility and Brightness (Jingming Garden), Garden of Everlasting Spring (Changchun Garden) and Yuanmingyuan Ruins Park. These sites offer a glimpse into the city's rich cultural heritage, in particular, the exquisite imperial gardens of the Qing Dynasty (1644-1911). Known for their stunning landscapes, they epitomize the harmony between humanity and nature.

13、“五子”联动

Five key initiatives

是围绕首都城市战略定位,从国际科技创新中心建设、“两区”建设、全球数字经济标杆城市建设、以供给侧结构性改革创造新需求、以疏解北京非首都功能为“牛鼻子”推动京津冀协同发展等五个维度,形成体系化的工作抓手,更好服务加快构建新发展格局的战略任务。

These are five development initiatives launched by Beijing to better fulfill its role as the national capital. They include building Beijing into an international center of innovation; developing the "two zones", namely the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone; turning Beijing into a global model city for the digital economy; stimulating and creating new demand through supply-side structural reform; and making greater headway in the coordinated development of the Beijing-Tianjin-Hebei region through relocation of functions non-essential to Beijing's role as the capital. These initiatives, as part of Beijing's long-term development strategy, will help the city better serve the country's new development paradigm.

14、隐形冠军

Hidden champions

即长期专注于某一细分行业产品的研发、生产和经营,具有较高市场份额的中小企业。它们通常不为公众所熟知,但在细分市场上占据绝大部分份额,其产品、服务很难被模仿和超越。

These are small- and medium-sized enterprises that specialize in the R&D, manufacturing and marketing of niche products and control a substantial share of their respective markets. They are typically not well-known to the general public, but dominate their niche markets and offer unique products and services that are difficult to replicate or surpass.

15、四个密度

Four densities

即人口密度、建筑密度、商业密度、旅游密度。降低核心区“四个密度”是首都功能核心区控制性详细规划所提出的优化核心区功能的重要任务。

They refer to population density, building density, business density and density of tourist activities. Reducing these "four densities" is a major task for improving functions of the capital's core zone, as outlined in the Development Control Plan for the Core Zone Serving Capital Functions.

16、三区三线

Three zones delineated by three lines for land use

三区即农业空间、生态空间、城镇空间三种类型的国土空间。三线即分别对应在农业空间、生态空间、城镇空间划定的耕地和永久基本农田保护红线、生态保护红线、城镇开发边界三条控制线。

This is a concept used in China to delineate the boundaries that define three distinct types of land use. The three zones are agricultural zones, ecological preservation zones, and urban development zones, while the three lines are the red line for protection of farmland and permanent basic cropland, the red line for ecological conservation, and the boundary line for urban development.

17、“吹哨报到”

Quick response to community calls

即“街乡吹哨、部门报到”改革,是党建引领基层治理的一项体制机制创新,是在总结平谷区探索实践的基础上,聚焦办好群众家门口事,树立到一线解决问题的导向,通过切实赋予街道乡镇更多自主权,推动重心下移、力量下沉,建立基层治理的应急机制、服务群众的响应机制、打通抓落实“最后一公里”的工作机制。

This is an innovative institutional reform in Party-led governance at the primary level, whereby competent government departments respond to requests from sub-district/township offices to address pressing local issues. This approach is based on the successful practices of Pinggu District, with a view to ensuring that problems that occur at people's doorsteps are properly addressed. It focuses on solving problems locally, bringing more government resources and manpower to the sub-district and community levels to meet people's needs. By providing timely responses to emergencies and local requests, this mechanism helps close the "last mile" gap in government service delivery.

18、四个服务

Four services

即为中央党、政、军领导机关的工作服务,为国家的国际交往服务,为科技和教育发展服务,为改善人民群众生活服务,是中央对首都工作的基本要求,也是做好首都工作的根本职责所在。

They refer to four fundamental duties of Beijing as the capital, that is to support departments and institutions of the CPC central committee, the central government and central military commission, to facilitate international exchanges at the national level, to advance the development of science, technology and education, and to improve people's lives. These reflect the basic requirements of the central authorities for the capital city.

19、每月一题

Theme of the month

即接诉即办“每月一题”机制,2021年起,北京市从上年度12345热线市民诉求中筛选出基层和市民普遍反映突出、长期解决不好、适合在市级层面制定新政策统筹解决的问题,采取高位推动、每月调度、重点督办的方式,每月围绕1个主题、选取2-3个具体问题,每个问题由一位分管市领导统筹、一个部门牵头负主责,相关单位协同配合,积极推动问题解决,提升群众的获得感。

This is a mechanism for addressing public concerns in a timely manner. Starting from 2021, the city has been identifying thorny and chronic issues, based on records of the previous year's 12345 hotline calls, that require policy interventions at the municipal level. This mechanism involves commitment by the city's top leadership, monthly consultations, and progress monitoring for key matters. Each month, two to three specific issues centering on one particular theme are addressed. For each issue, a lead department is to take charge under the guidance of one municipal leader and with collaboration from other relevant departments to solve the issue and improve public satisfaction.

20、三城一区

Three science cities and one demonstration area

即中关村科学城、怀柔科学城、未来科学城和创新型产业集群示范区,是北京市建设国际科技创新中心的主平台。“三城一区”集聚了全市6成左右的研发人员和研发费用,以不足6%的土地面积贡献了全市三分之一的地区生产总值。

They refer to Zhongguancun Science City, Huairou Science City, Beijing Future Science Park and the Demonstration Area for Innovation-based Industrial Clusters. They serve as pivotal platforms for building Beijing into an international innovation center. Together, they house about 60% of the city's R&D personnel, and account for almost 60% of Beijing's R&D spending. Despite occupying less than 6% of the city's land area, they contribute to one-third of the city's GRP.

21、韧性城市

A resilient city

即具备在逆变环境中承受、适应和快速恢复能力的城市,是城市安全发展的新范式。主要指城市在面临自然和社会压力冲击,特别是遭受重大安全事故、极端天气、地震、洪涝、重大疫情等突发事件时,能够凭借其动态平衡、冗余缓冲和自我修复等特性,保持抗压、存续、适应和可持续发展的能力。国家“十四五”规划提出建设韧性城市,北京市于2021年印发《关于加快推进韧性城市建设的指导意见》,围绕城市空间韧性、工程韧性、管理韧性和社会韧性,从城市规划、建设、管理全过程和各方面,为推进北京市韧性城市建设进行了顶层设计。

This represents a new paradigm for safety development of cities, which refers to a city's ability to withstand, adapt to and recover quickly from an adverse or changing environment.

A resilient city is one that has built up a cushion against unexpected shocks, such as natural disasters and societal problems, in particular, major safety accidents, extreme weather, earthquakes, floods, major epidemics and other emergencies. A resilient city can reorient itself depending on the circumstances to deal with the pressure, adapt, survive, and quickly return to the path of sustainable development.

The 14th Five-Year Plan proposes to foster resilient cities. In 2021, Beijing issued the Guidelines on Accelerating the Building of a Resilient City, laying down a master plan for building up the city's resilience in areas including urban space planning, construction, urban management and society, so that resilience is integrated throughout the whole process of planning, development and management.

22、城市更新

Urban renewal

即对城市建成区城市空间形态和城市功能的持续完善和优化调整,严控大拆大建,严守安全底线,严格生态保护,是小规模、渐进式、可持续的更新。北京市城市更新主要聚焦以下几个方面:服务“四个中心”建设优化提升首都功能;城市公共空间、公共服务设施、市政交通等基础设施系统完善;居民住房条件、小区环境及配套设施优化改善;低效楼宇转型升级;历史文化街区保护利用;产业园区和老旧厂房改造更新等。

This refers to continuous efforts to improve and adjust the city's spatial organization and urban functions in the developed areas. Beijing will strictly control large-scale demolition and construction, implement strict safety standards, and rigorously protect the ecosystem. This renewal is small-scale, incremental and sustainable.

Beijing's urban renewal focuses on the following: strengthening Beijing's position as "the four centers" and the capital of the nation; improving infrastructure such as urban public spaces, public service facilities and public transportation; optimizing residential housing conditions as well as the environs and supporting facilities of residential communities; upgrading under- or mis-utilized buildings; protecting and utilizing historical and cultural areas; and transforming and renovating industrial parks and old industrial buildings.

23、揭榜挂帅

Open bidding for selecting the best candidates

是指针对目标明确、应用亟需的关键核心技术攻关任务,设立项目或奖金向社会公开张榜的新型科研项目管理制度。该制度坚持英雄不问出处,取消项目申报门槛限制,谁有本事谁就揭榜。攻关过程中,明确需求目标、时间节点、考核要求,压实项目承担单位责任的同时充分放权赋权。

This is a new mechanism designed to identify and engage the best talent to make breakthroughs in key technologies. It specifically targets research tasks with clear objectives and technologies that are urgently needed for practical application. Under this mechanism, projects or rewards are openly announced to the public, and research teams are selected through competitive bidding. There are no limitations on who can apply, which means anyone with the proper skillsets and capabilities may participate in the bidding, regardless of background. The goals, timeline and evaluation requirements of these projects will be clearly defined to ensure that winning bidders, while having to fulfill their responsibilities adequately, have sufficient discretion and autonomy in project implementation.

24、接诉即办

Swift response to public complaints

即北京市对自然人、法人或者其他组织提出的涉及本行政区域的咨询、求助、投诉、举报、建议等诉求给予快速响应、高效办理、及时反馈和主动治理的为民服务机制。接诉即办将党建引领的政治优势、组织优势转化为治理优势,以12345市民服务热线及其网络平台为主渠道,通过将群众诉求派单至各责任单位,以响应率、解决率、满意率为考评指标,推动各级党委政府对群众诉求快速响应、快速办理、快速反馈。北京接诉即办经验已被纳入国家“十四五”规划纲要,向全国推广。

This is a mechanism through which Beijing aims to provide efficient and responsive services to the public by proactively and swiftly addressing requests made by individuals, legal entities or other organizations, including inquiries, requests for assistance, complaints, reports of irregularities and suggestions within the administrative purview of Beijing. It fully leverages the political and organizational strength of the Party's leadership and translates it into effective governance. It mainly operates through the 12345 citizen service hotline and its online platform, which directs public requests to the relevant departments for resolution. Evaluation criteria for this mechanism include response rates, resolution rates and satisfaction rates, which incentivize CPC committees and governments at all levels to enhance their responsiveness and effectiveness in handling public requests. Originating in Beijing, this mechanism has been incorporated into China's Outline of the 14th Five-Year Plan for Economic and Social Development and is being replicated nationwide.

25、三件大事

Three major tasks

即精心组织实施北京城市总体规划,以疏解北京非首都功能为牛鼻子推动京津冀协同发展,全力筹办好2022年北京冬奥会冬残奥会。

These refer to implementing the Master Plan of Development for Beijing (2016-2035), advancing the coordinated development of the Beijing-Tianjin-Hebei region through relocation of functions non-essential to Beijing's role as the capital city, and making thorough preparations for the 2022 Olympic and Paralympic Winter Games.

26、“两区”“三平台”

Two zones and three platforms

“两区”指国家服务业扩大开放综合示范区和中国(北京)自由贸易试验区。“三平台”指中国国际服务贸易交易会、中关村论坛和金融街论坛。

The two zones refer to the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone.

The three platforms are the China International Fair for Trade in Services (CIFTIS), the Zhongguancun Forum and the Financial Street Forum.

27、“一微克”行动

The "one microgram" initiative

是一项针对北京大气污染防治的长期任务,强调细颗粒物治理要一个微克一个微克去抠,综合运用科技、执法、管理等手段,实施大气污染精准治理。

This is a long-term initiative for controlling Beijing's air pollution. It uses a combination of targeted measures to achieve its purpose, including technology, enforcement and compliance and management measures. By this initiative, each and every microgram of emission reduction counts.

28、三大攻坚战

Three critical battles

即防范化解重大风险攻坚战、精准脱贫攻坚战、污染防治攻坚战。

These refer to preventing and resolving potential risk, conducting targeted poverty reduction, and controlling pollution.

29、一照(证)通办

One permit (license) for all services

是北京市优化营商环境、方便企业群众办事的一项工作制度。指企业法人或个人办理依申请政务服务事项时,仅需提供营业执照或行业许可证、居民身份证、驾驶证等政府核发的有效证件(含电子证照),即可全流程完成事项的办理,无需提供其他证件或证件复印件。

This is an approach adopted by Beijing to improve its business environment and facilitate access to government services by simplifying the procedures for filing applications for such services. Under this mechanism, individuals and businesses only need to provide one valid government-issued certificate (including digital versions), such as a business license or permit, resident ID card, or driver's license, to complete the entire process. No additional licenses or copies of certificates are required.

30、双随机、一公开

Dual random selections plus timely release of results

是一种有别于传统巡查式监管的创新性监管方式。即随机抽取检查对象、随机选派执法检查人员,将抽查情况和查处结果及时向社会公开。

This is an innovative supervision method that differs from traditional inspection. In this approach, both inspectors and inspection targets are selected randomly and the results are promptly released to the public.

31、京通、京办、京智

Jingtong, Jingban and Jingzhi mobile terminals

“京通”,即全市统一公众服务平台,一站式汇聚北京移动端政务、公共服务,线上线下联动,提供直达个人和企业的移动端服务。

“京办”,即全市综合办公平台,是覆盖市区街居四级的政务办公统一入口,为全市各级政务工作人员提供协同办公服务。

“京智”,即全市统一的领导决策指挥应用综合服务平台,依托领导驾驶舱接入、整合和管理各级决策指挥类应用,向各级部门提供决策辅助,同时汇聚整合全市各级决策服务数据,为各级决策指挥类应用建设赋能,提升政府决策效能。

Jingtong is the city's unified public service platform that coordinates online and offline services, and provides direct government and public services to individuals and businesses.

Jingban is an inter-agency office platform that serves as a unified work portal for government staff at the municipal, district, sub-district and community levels of Beijing.

Jingzhi is a comprehensive service platform that combines and manages different categories of apps for decision-making, designed to facilitate informed decision-making of authorities at all levels. It also pools data across the city to bolster the development of such apps and improve the efficacy of government decision-making.

32、两个“关键小事”

Two important "minor" details

即垃圾分类和物业管理,是近年来北京市提升市民生活质量和城市精细化治理能力的重要抓手。

These are waste sorting and property management, which have in recent years become a focus of government efforts to improve people's lives and enhance meticulous city management.

33、专精特新小巨人

Little giants

专精特新小巨人企业是专精特新中小企业中的佼佼者,是专注于细分市场、创新能力强、市场占有率高、掌握关键核心技术、质量效益优的排头兵企业。2019年至今,工业和信息化部已陆续认定4批共8997家专精特新小巨人企业,我市588家企业入围,位列全国各城市首位。

These are the top performers among specialized, high-end and innovation-driven SMEs that provide distinctive products or services. These SMEs are distinguished by their focus on niche markets, strong innovation capabilities, large market share, and strengths in core technologies, which enable them to have outstanding achievements. Since 2019, the Ministry of Industry and Information Technology has certified 8,997 such SMEs as "little giants" in four batches. Among them, 588 are based in Beijing, the largest number among all cities in the country.

34、“一件事”集成办服务

"All-in-One-Go" government services

是北京市优化营商环境、方便企业群众办事的一项工作制度。是指将企业群众办事过程中涉及的办理量大、办理频次高、办理时间相对集中的政务服务事项,按照受理条件、时限、流程、要件材料等进行集成优化,将多个部门主管的“单项事”整合为企业和群众视角的“一件事”,大幅减少办事环节、申请材料、办理时间和跑动次数,最大程度利企便民。目前已在“首都之窗”开设了“办好一件事”专区,围绕企业群众实际需求,提供“一件事”集成办事服务。

This is a mechanism adopted by Beijing to further improve its business environment and facilitate access to government services for both businesses and the public. Turn-key projects of "three schools and one hospital"

北京市采取“交钥匙”工程方式,在雄安新区建设高水平幼儿园、小学、完全中学、综合医院各1所,北京市负责投资建设,建成后移交雄安新区,由雄安新区委托北京市一流的教育集团、医疗集团进行管理。“三校一院”交钥匙项目分别由北京市北海幼儿园、史家胡同小学、北京四中、宣武医院提供办学办医支持。目前,学校项目已全部竣工交付,医院项目正在开展装修施工和医疗设备采购。

They refer to a series of infrastructure projects financed and built by Beijing in Xiong'an New Area, including a kindergarten, a primary school, a secondary school and a general hospital. Upon completion, the facilities will be transferred to the jurisdiction of Xiong'an New Area, and managed by Beijing's top-tier education and medical groups as commissioned by the Xiong'an authorities. Specifically, these turn-key projects will be supported by Beijing Beihai Kindergarten, Shijia Hutong Primary School, Beijing No.4 High School, and Xuanwu Hospital. Currently, all school projects have been completed and delivered, while the hospital project is undergoing decoration with the procurement of medical equipment underway.

"6+4" regulatory system

是北京市为优化营商环境、提高政府监管效能创新实施的市场监管方式。“6”即实施风险监管、信用监管、分级分类监管、协同监管、科技监管、共治监管等六项基本制度。“4”是指在涉及多部门监管的行业领域,建立健全一个场景由一个行业主管部门牵头统筹、相关部门共同监管的工作机制,包括“一业一册”“一业一单”“一业一查”“一业一评”。“一业一册”即针对一个场景,整合各方面监管要求和标准,制定综合监管合规手册;“一业一单”即针对一个场景,整合相关部门检查要求,制定统一检查单,各部门按照统一检查单开展检查;“一业一查”即对同一类市场主体统筹开展检查;“一业一评”即针对每个场景中市场主体开展“风险+信用”综合评价,并鼓励第三方信用评级机构开展行业评价。

This is a system piloted by Beijing to enable more efficient government regulation, as part of the city's efforts to improve its business environment.

"Six" refers to six basic regulatory mechanisms, which include risk monitoring, credit supervision, tiered and industry-specific supervision, collaborative supervision, technology-based monitoring and joint supervision by regulators and the public.

"Four" refers to four working measures for the regulation of industries under multi-agency supervision. These measures ensure that for each specific industry there is a lead regulator, which is complemented and supported by other relevant departments. The four measures are: one single compliance manual that incorporates regulatory requirements and standards in all areas; one unified checklist which all regulatory departments must follow in their inspections; one coordinated inspection for businesses in the same sector; and one comprehensive "credit plus risk" assessment for firms in each industry, for which the participation of third-party credit rating agencies is encouraged.
